Tourist Visa to Spain

Hi,

I would like to apply for a Multiple Entry Tourist Visa for Spain for the 2010 year.

Do I need to call my local consulate (Houston) in order to do that or can I apply online?

Also, the website mentioned that not every consulate will offer the Multiple Entry Tourist Vista.
