Schengen Visa requirements

I have to apply for the Schengen visa at Swiss embassy. Currently, my I 94 is with the government as I was admitted on I 515 (I had lost my I 20 in transit while coming back from my country in December 2009.) I checked the Swiss embassy and their requirements don't mention I 94 specifically. Should I apply for the visa without my I 94?

Unfortunately, the Swiss consulate refuse to answer any questions on the phone or via email. I am worried because I would have to book my flight tickets as well make hotel reservations before applying for the visa.

Don't make travel arrangements before getting visa.

It is really up to them whether they want to see some document from you or not. They can ask for anything they want.
