Need help in understanding H1B Exempt process...

Hi friends,

I had H1B from 2004 to 2007 filed through my ex-employer.
I travelled to US in 2006.
During my stay there, my ex-company also filed my petition for extension.
That extension paper was valid till Oct 2009.
I came back to India by end of 2007....

Receipt Date ; August 10 2005
Notice date : March 11 2006
Notice Valid from 03/08/2006 to 09/30/2008

Obtained Visa from Delhi consulate and got expire also...

Can somebody give me the information about the process / differences for Green Card Processing for someone who is on H1B Exempt visa status.
