Transit Via Gulf ( Middle East) without ECNR

Hi

I am in US on L1 visa.
I dont have ECNR ( Emmigration clerance not required) in my passport.
I am planning to go on a vacation to India. I am booking my tickets.
Is ECNR stamping required for transit in gulf countries ( my preferences are Dubai, Doha, Bahrain or Kuwait).
Also my L1 stamping in passport has expired. Is it required for transit in gulf?
Also, can i get ECNR stamped while I am in US. If so, what is the process

If you are going to gulf states from USA then ECNR has no significance because that is a matter for Indian emigration dept.

The transit question you need to check with the respective embassy of the country you want to visit.
You can get ECNR done while hare just contact the Indian embassy under whose jurisdiction you come
