Child adopted in US

I am a US citizen and have adopted a child (under 18) in the United States. The adoption has been finalized. The child originally came into the US on a B2 visa, which has already expired. Does the child automatically become a US citizen by the Child Citizenship Act or does the child have to become a lawful permanent resident first?
