Ink spread on US Visa

Hi, I have an US Visa for 10 years. There are stampings on my passport all around Visa. By accident few days back water fell and the ink of the stampings spread at the lower half of Visa where as the upper half is intact. I want to know what are the rules for this case? Is it still valid or I need to apply for a fresh one? Please advise. Thanks.
