Hi
It is the officers at the port of entry, who decide how long you can stay in US.
Though you can apply for extension, the USCIS decides each case on its own merits. There is no hard and fast rules as to how long one can stay in US.
It is always advisable not stay in US for a longer period in any given year on a temporary visa.

There is no such things as 183 days limit.
Most I-94s are issued for 6 months. You can obtain ONE (1) extension for another 6 months. That's it. But DO read the last paragraph on the link I posted.Disclaimer: The information you obtain from me at this forum is not, nor is it intended to be, legal advice.
