    Special situation!
I married a US permanent resident (Green card holder), and I'm outside of the US now. I have admission from a university in the city which my spouse is living in, can I apply for F1 or B1 type VISA and told the interviewer that we got married.

you can't study with a B1 visa, you'll need to apply for an F1 visa and you MUST disclose your marriage to an GC Holder in the forms. Has he filed a petition I-130 for you yet?

      more specific question.

My spouse will be come a US citizen in next year so we are going to start my immigration process after that, but I'm wondering that if I apply for one of B1 VISA (just for short stay) or F1 VISA (for study) I might reject during interview by officer, because for both type of VISAs the consulate asked for some documents which show that the applicant for this type of VISAs (B1 and F1) are going to get back home.
Do they accept to issue a B1 or F1 VISA when I'm in this situation?

It is hard to receive a non-immigrant visa when your spouse is a PR or US citizen.
