Pending H-1B 2007 Quota

I have filed H-1B application for my sister last year 2007 quota and her case in still pending and I received a letter from INS stating that her case is gone for background checking and it will take 6 months to take a decision. We received the letter on Nov 23rd, 2007. I am not sure what’s happening with her case. Did anyone have come across this type of his issue.
Please advise, your help is highly appreciated.
