Which visa do we apply for?
My boyfriend is looking to begin studying in the US. He currently lives in the UK, he doesn't have secondary school qualifications (hasn't taken his GCSE's or anything). We want him to be able to obtain a high school qualification in the US and afterward, be able to study in college (community college, just so he'll be qualified to work something more than a retail position). We don't know which visa he should apply for, a tourist visa wouldn't allow him to work and we're both on a tight budget, so he would need to work here. We don't know if he's even eligible for a student visa as he's not currently a student. I haven't been able to find out which kinds of jobs make a person eligible for a work visa. Would a minimum wage paying job be enough? What do we do?

1996 law limits foreigners on student visas to attend 12 months of secondary school in US public schools on payment of full fees.
No limit on attending private US schools (are expensive).
If you can pay the school fees , contact the school he wishes to attend ,
ask them if they will enrol him, get an I-120 form issued and apply for a student visa in UK. School student visas are a rarity , so one may be hard
to get in UK.

Work visas;
The only work visa that he may be eligible for is H2b ( temporary workers).
You need to find an employer who will file an H2b for him.
For both student and H2b visas he will have to show to the US embassy that
he has ties to UK and will return to UK after studies/work.
A better course for him is to complete school in UK and then apply for
a community college program in US. He will be able to work during his studies
and this visa will be easier to get than an H2b or a school student visa.
