B1 visa to permanent residency

Hello, I would like some help on the necessary steps to take with my daughter. Say she is in the us on a b1 vist where she has a job for 4 months(on a job program) but she wants to stay and reside here. Will I be able to petition for her while she is here in the uS on her work program and if so what do I do and when do i start to do it. She is 20years of age and will not be 21 until next year?
any assistance will be grately appreciated.
