My daughter was born in the philippines 2 years ago, has a philippine passport. She just recently got her US citizenship. Can she travel to the US with the certificate of citizenship (FS-240) or does she need a US passport.

When reporting your child's birth at the Manila Embassy, you should have applied for her U.S. passport during the same process. Without a U.S. passport, she won't be able to enter the U.S. If you rely solely on the Philippines passport, she will be expected to have an immigrant, visitor or K2 visa, none of which the Embassy will approve, since she is automatically eligible for a U.S. passport.

I applied through the military base in italy and after 6 months it was not approved. The report of birth was transfered to manila however the passport application was not. Is there a way to get it transfered? My wife and I can not stay in philippines any longer and we cant leave our child here either.

Transferring the passport application is not an issue. Since you have the "Report of Birth Abroad," the child is recognized as a U.S. citizen, and you must now apply for her U.S. passport through the Embassy.
