    My step son was finally fully, legally adopted by myself earlier this year in court; I live in Palm Beach county, FL. He was 18 at the time of adoption; and his US birth certificate states he was born abroad. I am a US citizen born in WI, my son was born in Panama. I have been his step father since he was 6, and he holds a valid Green Card- we have lived in the USA since 2002. Am I able to apply for his citizenship as a birth abroad? I give it a .1% chance, lol, but still asking.

    I have another son also born in Panama- but I was in Panama and applied at birth for him in the USA consulate as a citizen birth abroad which was given after much trouble. I had lived outside the lower 48 for nearly ten years and much of it was in the CNMI which was not considered part of the USA by consulate staff until much further discussion. However that is not the discussion here.

    Based on the information you provided regarding the adopted stepson, my interpretation of his status is that he does not have derived U.S. citizenship, and definitely not U.S. citizenship as birth abroad.

    My reasoning is based on derived citizenship from adoption applying only if the adoption was completed before the child turned 18.
