I'm confused as to who qualify under the CCA. I'm a US citizen from Grenada filing for my two sons who are currently in Grenada - both are under 18 and have never been to the US. I paid the $120 AOS fee and was directed to option 4 of the six steps (confuse why it instructed me to skip option 3 for now). After reviewing all the possible AOS forms, the one that best suits my case says "You are a US citizen filing for a natural or adopted child, not including a step child, who is under the age of 18." But, the available form for that option is an I-864W which seems to suggest that I'm exempt from the AOS and that my boys would become citizens upon entry to the US? Yet, even the instructions for qualifying under the CCA appear ambiguous as it appears to imply the children needed to already be here. Some clarification would be surely appreciated.
