When to mail out N-400

I will be a permanent residence for 5 years on June 21, 2015. My online research shows that I can mail out N-400 form 3 months before the 5-year mark - Does it mean I SHOULD NOT mail it BEFORE March 21, 2015? My other question is, should I sign and date the form on March 21, 2015?

You can mail it from 20th going .....

Yes, sign it the day you are sending it. USCIS, will start counting the day they received it not the day you send it. But let week or so past, to be on the safe side, because if it reaches one day, prematurely, they will send it back. Good luck.
Yes it's best to do it before you more, lest you would have to wait a least 3 months more, being in a new State.
