I have been a permanent resident for the last 10 years. However, last year my green card got stolen. It hasn't been an issue because I haven't had to travel and I have always had the intention of applying for citizenship but I have kept putting it off for monetary reasons.
I now have upcoming travel plans and the green card itself that I no longer have is about to expire. However, it doesn't expire before I travel. The N400 application is ready to go. What I wanted to do send in the N400 and wait for the I797 NOA then go for an infopass appointment and get an I551 stamp in my passport. I am terrified that they won't put the stamp in my passport but I don't want the expense of the I90 and the N400. I also think if I do the I90 as opposed to the N400 I will again put citizenship off for years.

Do you qualify for a fee waiver? 150% federal poverty guideline https://www.uscis.gov/feewaiver

      No fee waiver
What I really want to know is if I do N400 without the I90 and then go for infopass appt with I797 will they put I551stamp in my passport? I don't want my travel plans to disintegrate because I don't have the correct documentation.
      I see conflicting information.

You could try your luck... I wasn't given a I-551 stamp without proof that I had filed I-90 to request a replacement card
