Hi asking on behalf for advice. Does one have to be present in the US when applying for citizenship or can one do it from overseas too?

Sorry I think I did not make myself clear. The person in the picture already has a green card. He has spent the required time in the US for the past 5 years. However currently he is overseas at his country of origin.
