Urgent help filing N400 for my mom

My mother has been a green card holder since 2012.. she never worked. She lives with my sister, so she never had to file for taxes.. Now she wanted to file for citizenship, but came across a question on Part 12 Item7 if she has ever not filed taxes. She answered yes.. will that affect her application?

If she was not required to file taxes (the rules for who has to file taxes a given year are found in the beginning of that year's Form 1040 instructions, in a section called "Do You Have To File?"; if her income that year was below a certain threshold, she was not required to file), and she didn't file, that is fine.
