I just read through this, it is only speaking in regards to social services like you mentioned or the welfare portion of the ACA, such as medicaid, Advanced Premium Tax Credits etc. not if you purchased a compliant domestic insurance. essentially if you did used anything that showed that you or your sponsor couldn't support you and you became a social charge against the country.
