Interview canceled for second time

Hi There

May be someone can help me. My dad is busy with his citizenship (N400) and a while back received his appointment letter in the post and about a week before the interview he received a cancellation letter that said that for some unforeseen reason the appointment was canceled and will be rebooked. About two weeks later he received the new date and time and yesterday a week before the time another cancellation letter came in the post with no reason why they canceled They just say that for some unforeseen reason its canceled and will be rebooked.

Please if someone can help with what is happening please respond.
