Can my spouse file for Immigration from Canada

Hello,
I will be US citizen soon and my wife is non-immigrant residing in Canada since 2005. What is the best approach to get to US ( Immigrant Visa / Non-Immigrant Visa K3) .
Can she File it from Canada or she has to file from Birth Country/Marriage Country.

Your help is appreciated.
