Is there a huge delay in processing due to new fees?

I am just wondering if there is a delay in processing times for all immigration applications including I-539 and N-400 due to the price increase on July 30th, 2007. Is it true that they were bombarded with so many applications before this date that everything is hugely delayed as a result? I am awaiting both a response to an I-539 application for which the I-94 expires oct 28th, applied Aug 10th, reciept on Aug 16th. Also we applied for citizenship on July 27th and have not even gotten a reciept although they did cash the check. We applied to the Vermont center.

I mailed mine to VSC on 7/28/07 as well. Check cleared on 9/14/07. Haven't received any notice yet.
