Marrying who has applied for Naturalization??

Would need more help from you in answering these questions as well:

Q3) Is it recommended for a person to marry after he has applied for citizenship and not gotten it yet, Or it is recommended that the girl waits till the person gets the citizenship? ( Girl is from outside USA)

Q4) Incase you recommend the person to marry while he has applied for Citizenship, would you recommend what she should do to stay with him in US? ( Girl is from outside USA)

Q3: Doesn't matter when the marriage takes place.

Q4: After marriage the permanent resident should file for the spouse's GC. If the permanent resident later becomes a citizen while the spouse's GC application is still pending the (new) citizen can have the family petition "upgraded".
