Late in filing property tax

There's a question in n-400 that says "since becoming a permanent resident, have you ever failed to file a federal, local or state tax return". I am late in paying property tax (actually payed right after I received delinquent notice). I am wondering if I should say *no* on n-400 for the above question.

Can someone who was in similar situation or know what the correct answer is, could you please let me know?
