When applying for citizenship thru N-400 (Application for Naturalization) is the individual suppose to include a letter of good standing from the police department to confirm that this person has not had a criminal history or any new criminal records?

I really don't know the answer BUT when I applied online I uploaded A LOT of things that were not strictly necessary, just to make my case stronger. Had my interview recently and brought some more paperwork with me, and before the interview started I explained the officer what I brought in case they wanted to add it to my file. They only took my 2019 taxes so I'm glad I brought those.

I guess the summary is: if it makes you look better and you're being honest, it helps. But again, that's just my story and how it worked for me.

There is an FBI background check that brings in cases, if there are any. You don't need to explicitly provide any letter that says no cases. You anyway must mention in your N400 form about any conviction/case you had.

No, you don't need to. Just submit / upload the documents that have been requested.
