I am not sure if I posted this question in the right section ( if did I appollize) there are some random rumors going around about F4 visa about a Sister who is a US citizen can't apply for her bother 21 and older ( over the age of 21) to come to the USA is this correct.

Untrue.... anyone can apply for anyone in your family, its just the wait is extreemly long maybe like 20 years for that category.

Sibling applications typically will miss a generation.... What I mean is if you apply for your sister, by the time she gets her GC it will be 20+ years from now, so lets say you are 35... she will get her GC when you are 55+ at whihc time she may not even want to immigrate.

However if she had dependent children under 18, they will be able to come to the US and go to school / university, many people do it with that in mind.
