    Notarize Surrender application ?

    Can anyone advice me if I need to notarize the signature in Surrender Application form while filing at Washington DC ?
    This is what is written on the Washington DC website.
    "If application is sent by post the signature should be notarized and an additional fee of USD 20/-"
