    Hi.

    How a university student (My son) that works only a partial job since 2022 with an income is far below the requirement for tax submission, should answer " Have you EVER not filed a federal, state, or local tax return since you became a lawful permanent resident?

    Should it be "Yes" with an explanation that he wasn't required to file based on his income?

    Answer is yes.

    Better to file the missing tax returns and then answer no.
