Continuous Resident for 3 months in same State or same address?

I've a confusion since I will be applying for n-400
I'm trying to determine my eligibility requirements in order to apply for naturalization, do I have stay for at least 3 months in the same state or for at least 3 months at the same address?

In my case I'm staying in NY for last 5 years, but have moved from city to other city or to different address in the same city.

You should have resided at least three months at your primary residence within the state where the N400 is submitted.

Living in the same district/state is sufficient. You can move within the same district/state within the 90 days window prior to application and it would not be a problem.

in my case, i am in same state A, but moved from 1 county to other. So it shouldn't be any problem.
