Question regarding citizenship

Hi One of my friend was born in the USA and was here for 6 months and went back to INDIA after. Does she qualify as a US Citizen ? if so could you please let me know what is the procedure to apply for the US passport

Does he have a US Birth Certificate or any evidence that shows he was born in a USA hospital or clinic...etc? If yes then applying for a US passport is straight forward.

Note: if he/she was a child of a Diplomat at then, then he/she is not entitled for citizenship, that is what the USA law states.
