    Can the C1/D visa be used for a brief personal layover in the U.S. (e.g., 24 hours) if a crewmember is traveling to/from work, but not yet joining the OH E-ZPass vessel/aircraft?

    A C1/D visa is strictly for crew-related travel. You can use it to transit the U.S. only if your itinerary is directly connected to joining or leaving a vessel or aircraft. If the stop is personal or unrelated to your job duties, even for 24 hours, it’s not allowed. You’d need a valid B1/B2 for that.
