J1 to H4 question

Hi,

My wife held a J1 visa to visit US for 1 year starting from Fall, 2010. In 2012 Spring, she applied for F2 and came to the US with me. Now, I am about to graduate and plan to apply for H1B with my employer. My question is, does she still need to follow the 2-year rule? Could she apply for H4 without waiving 2-year rule, because it is almost impossible for her to do so (Government supported)?
