J1 visa Transfer
I am a research J1 visa holder. I want to move to a new institute and the new employer is ready to issue a new DS2019 on transfer of J1 from my current employer. My supervisor is not signing the transfer form. I want to know can he actually stop my J1 transfer by denying to sign the transfer form of the current employers international office.
