J1 visa outside home country

I am an Indian currently working in France with a scientifique VISA.
I want to apply for a J1 Visa (researchers and professor type).

I wanted to know, which is the best place for applying? Whether it is the home country or here in Paris.

Caveat- If I have to apply from home country that means I have to discontinue working in France, and if the VISA is rejected I will be left without a job.

It's too dangerous. If you apply in France they don't like that you apply for visa outside your home country.

If you apply in India they might still reject your petition with a 221g or 214b
