j1 visa rejected

Hi

My friend's j1 visa got rejected twice i.e on 9th & 13th sep at chennai consulate. Can any one tell me how to proceed further? Actually he was taken as a intern for GlobalE-MED, Virginia. we have paid a ransom of Rs/- 2,50,000. Again he got a slot on 16th sep. So pls anyone help us regarding this. This time we dont wanna take any chance coz his internship starts on 20th sep. So please help us.

what was the reason for his rejection ? the officer must have mentioned it !
if you can tell me exactly what questions he asked then we could check out what went wrong.

usually the officer must be convinced that

he is a bonafied intern/student ?
is he paid ? if so provide the paper that confirms this
convincing replies that he will return back
