    HI Everyone,

    This is a great forum for all of us.

    I m J1 Research scholar, from June2012 with the 2yr HRR on my Visa. My first destination in the US was this beautiful city of San Francisco. I began the NORI process by getting the STAGE-I (obtaining the attested copies of NORI, with instructions to mail back home) done at San Francisco consulate in May2013. Thereafter I moved to Boston, and could not really began the STAGE-II (i.e. mailing to the three offices back home). I have some questions
    1) I read somewhere that not the change address while you're into waiver process! Is this true? I am guessing the No Objection certi's would be mailed back to my mailing address (i.e. in my case San Francisco). Can I request the three offices issuing NOC to mail them to my changed address in Boston.
    2) While mailing the NORI forms to the 3 issuing authorities, do I have to write a cover letter? Just looking at these forms (affidavit and the bio-data), it is hard to guess what they purpose for! May be they know it already (stupid question)
    3) When should i proceed to obtain a CASE-number from DoS website, is this only after I receive the NOC's? little confused about that
