Emergency eligibility for continuing J1

Does anyone has anything to say about this?

I am currently on J1 which expired a year ago. I am planning to go to India this January and there are no dates available for the interview in Chennai. Am I eligible to apply for the emergency visa appointment for renewing my J1 visa?
