No Objection Certificate for J1-waiver

hi..
I was in the US on a short term research scholar visa....
currently, I am back to India... and wish to apply for the waiver.

For that purpose, I need a No objection certificate from my home country (India).

Can someone please guide me as to the process for acquiring a NOC from India. I am absolutely clueless about it!

hi,
i was in USA as exchange student on J1 visa with two year home residency requirement now i am back to pakistan please tell me how can i get waiver because my wife lives in USA and she is US citizen and i have to join her.
whats the procedure to get waiver by no objection certificate ?
from which department of home country i have to get that certificate?and after geting that certificate have i to get also waiver from the US state department because i was getting scholarship from US state department ?please tell me detail i will be really thankful to everyone...and please also mention which waiver is easy to get?
