SON (Statement of need) for J1 visa in India

Hi

I am a doctor who got admission for medical residency this year in US. I will be sponsored by ECFMG for J1 visa. For paperwork they need a Statement of Need from my home country thats India. Statement of need is a document from health ministry of your country stating that they need a doctor of particular speciality that I have applied to.

Can anyone guide me , where and whom should I contact in India for SON?
