    hi

    on behalf of a friend i would like to ask the experts opinion on an a issue.

    my friend has just come back from a student exchange visit and is on a compulsion of 2 yesrs foreign residence.

    his compulsion will be ineffective on march 5th 2011. if he wants to go to the US university in april 2011 , can he apply for the visa process before march 5th 2011?
