j1/j2 and visa process

i just posted a thread i dont know where it dissapeared :S

anyway!

i wanted to ask an opinion on my friends behalf!

he just got back home from the usa as a exchange visitor and is on a 2 years compuslion for foreign residence that will be ineffective in march 2011.

if he wishes to join a university in april/may 2011 , can he apply for the visa process before his compulsion is over. how ever he will arrive in the usa after his compulsion is ineffective .
