i want to ask an opinion about an issue!
my friend just arrived back from the US as an exchange visitor and is on a 2 years compulsion to foreign residence.
his compulsion will be ineffective in march 2011. if he wishes to join a US university in april/may 2011, so can he start his visa process before his compulsion ends in march and he will arrive in the US after that.
