I have been in the US for the last 3 years on a J-1 visa. I am going to apply for change of visa to F-1 visa status as I have been accepted to a Phd program in the US starting Fall 2010. Since I have not been in India for the last 3 years I do not know how to determine my state of residence. My parents live in Orissa though (Kolkata consulate jurisdiction) and can I enter my state of residence to be Orissa? My passport had been issued from Delhi and last 3 US visas have been from Delhi. Please advice.
Also I have purchased a HDFC bank ticket from Delhi after filling out the DS-160 online with Delhi as the specified location. Since I havent booked the appointment date yet can I refill another DS160 and apply at Kolkata? Please advice.
