K-1 visa I-134 question

I have seen examples that the I-134 form is included with the I-129F , it does not seem to be in the list of forms the INS wants to be sent in for the petition.

My question is: Should I include it with the I-129F package?

The I-134 is only required when your fiance(e) is contacted by the US embassy in his/her home country for the K1 visa interview.
