Fiance Visa process Delayed over 9 Months!! HELP

Hi, I would like to get some advice trying to know why the fiance visa has taken so long ( over 9 months):

I am US CItizen who applied for Fiance visa for my Girlfriend who lives in Luxembourg. I Submitted the Finance package back on December of 2014. On January 2015 I received a Notice of Receipt that the case has been process , We are now in September 2015 and no other information has been received. I have checked the case number online and all they said it that the case is in process???. What can I do, please advice! Thanks in advance.

you probably know depending on where you file gets processed, it takes time for different centers. California, Texas, Vermont? some are slower than others. Although 9 months is pretty long. BTW, just to ease your concern, my petition also took 9 months to get approved in the Vermont center (and there was no RFE involved).
