Fiancee Philippine marriage divorced in Japan

My fiancee, a Filipina, was married to a Japanese national . . and divorced in Japan. Is her Japanese divorce certificate adequate for a K1 visa application, or does she have to get the Philippine embassy to recognize her divorce?
