K1 visa

My fiancee received the response from the US Embassy.
It appear that I do not have sufficient financial support.
To the section 212(a) the Consul statement is "You have not established that you have adequate financial support"
Is there anything I can do at this point?
Will my fiancee get visa easier if I marry her in Philippines or will be subject my annual earnings?

If it's just you and your fiance, your family size is 2 and you need $18,387 in income.

Do you make more than that?
If yes, then how did you document the income? Form I-134, 2008-2010 tax returns with W2s, letter from employer, recent pay slips?

If you don't make that much, is there a reason like you just got out of school and have just started working?
