Right now Iam on H4 status. I want to apply for a new H1B in 2013. To apply do I need Client letter?
If yes on H4 how can I get a job?

H1B is for working, for working you need an employer. First thing you should do is to find an employer and then ask them to file your H1. If you want a new H1 then that H1 can only be effective from 01-Oct-2013 or later.
