Had H1B visa in the past. Do I need to go through cap limit?

My H1B petition was filed in year 2000 and approved in 2001. I worked in US between 2001 and 2006 (4 Years and 8 months). Now I am Canadian Citizen and wondering if I find US employer, can they apply under the same cap to use remaining 16 months OR its going to be a new petition? and must count towards cap available for the year application will be filed in?
I found this information under FAQ section on this site but just want to double check. Its been 7 years since I left US.
