Would like to know, If during an interview, H1B appliccation is rejected, can it be re-applied?

Would like to know, If during an interview, H1B application is rejected, can it be re-applied?

At what stage was it rejected? during interview? What was the reason for rejection? Normally the rejection is around non clarity around Employer Employee relation, in that case another employer can transfer that petition and you can attend the interview again.
